Global Ocean Treaty

I am proud to support the Biodiversity Beyond National Jurisdiction (BBNJ) Bill, which is legislation that will allow the Government to ratify the Global Ocean Treaty. I believe the Bill marks a significant step in the UK’s commitment to protecting two thirds of the world’s ocean.

From one of the heaviest fish, the sunfish, to the delicate sea butterfly, our oceans are home to extraordinary biodiversity and ecosystems that are vital to the health of our planet. Oceans also sustain fisheries that feed billions and underpin weather patterns, coastal protections and the livelihoods of people across the world. But areas of the ocean (especially those without national protections) are vulnerable to exploitation, degradation and irreversible harm.

That is why I believe the BBNJ Bill is a historic breakthrough. The treaty is designed to ensure the conservation and sustainable use of marine biological diversity in areas beyond national borders.

I understand this Bill will ensure the UK can play its full part in the international movement to ratify the treaty. It contains critical measures, which will strengthen and safeguard our marine ecosystems, our environmental security and deliver real benefits for the UK’s research and innovation community.

The Bill is rooted in the Government’s environmental and international goals. I am proud to be working to protect and improve our marine environment at home, and to be supporting work to meet our global commitment to protect 30% of the world’s oceans by 2030. In getting us to this stage, I pay tribute to organisations such as the National Oceanography Centre and the National History Museum, academics, and parliamentary groups, as well as environmental groups, who have not only provided support but have been unwavering in their commitment to this issue.

More broadly, I believe it is important we make progress and work with the international community to protect our marine environment. That is why I am so pleased that the Foreign Secretary has committed to make action on the climate and nature crisis central to all the Foreign, Commonwealth and Development Office does. Our UK Special Representatives for Climate Change and Nature will be a key part of this effort on the world stage.

Please rest assured I recognise the urgency and importance of passing this legislation, and that I will continue to support the Bill as it passes through Parliament.
